With 36/36 and 25/36 affirmative votes respectively, the HUC Charter 2025 and Amendment to the HUC Bylaws 2025 were endorsed by the General Assembly through Emergency Voting during the last two weeks of April, 16-30 April 2025. Both documents came into force on 1 May 2025.
The HUC Charter 2025 marked ten years anniversary of the HUC Summit 2015, when the first Charter was signed by Vice Chancellors, Rectors, (Vice) Presidents and Heads of Institutions of 24 universities and research institutions within and outside the Hindu Kush Himalaya. It was drafted through a thorough deliberation and rigorous member consultation process between January and April 2025 as part of the HUC’s efforts in strengthening the Consortium’s governance, in preparation for its transition to autonomy. The Charter articulates the Consortium’s vision for a peaceful, resilient, inclusive, just and regenerative HKH. It describes the HUC’s unique approach in building a membership-based, consensual alliance with a lean administrative structure and distributive leadership, abiding by principles of integrity and transparency and moving toward e-governance and demonstrating the ethics of care in all aspects of the Consortium’s operations.

The Amendment to the HUC Bylaws 2025 prescribes eligibility criteria for HUC membership, membership term and obligations. It details the responsibilities of the Executive Committee and Executive Secretary, defines the quorum of the General Assembly meetings, EC meetings, and annual voting, and sets rules and regulations for the operation of the Consortium. The document lays institutional foundation to strengthen the HUC’s governance and achieve readiness for autonomy.
